Are y'all pulling downward your notification bar, clicking the notification and so hitting the "Connect USB storage" button? You can besides get to this by Bill of fare > Settings > Wireless and network > USB utilities and striking "Connect storage to PC". In this example, you volition plug in your telephone later on yous hit the push button.
If you're doing this, the last thing I can call back of is your computer has a USB driver issue or your cable went bad.

The advice on this thread helped me but I was unable to encounter a certain subset of files. I think I take figured out the cause so I will add another slice of communication here.
I was unable to see pictures in a certain engagement range when I was on holiday no matter what I did. All the other files were visible, only not these; only they were available on the telephone, and file manager software on the telephone could meet them. Just not Windows.
Somewhen I realized that those pictures were taken with another simcard in the phone (I bought a simcard for the state where I was at). Afterwards I got dwelling and swapped the simcard again, everything worked only I had to reconfirm all the permissions. Apparently, when you alter simcard in an Android phone the Os interprets this every bit a new owner, which is reasonable I approximate, and it will non requite y'all admission to certain things unless you lot reconfirm them. I don't know exactly how, but Windows somehow knows which files are stamped with the "other identity" and merely those files will exist missing from Windows explorer. I saw a couple of other people hither whose situations might exist caused by the same trouble.
And then if aught else works, ask yourself, "were the files I am looking for created with another simcard in the telephone"? And if the reply is yes, yous might be able to make them come in Windows again if you replace that simcard in the device then try once again.
That is speculation because I didn't actually solve my problem that mode. Instead, I used a file navigator app within Android to go to the files; then I highlighted them, and saved them to a cloud drive that was synced with Windows. In one case they synced, they were and so available to copy directly into my Windows box.
